Two-Witness Plurality — three beings, externally witnessed
The Buley Test demands an external witness; the bench has two RTLs. One Pluto transmits a 300 kHz tone; both NESDRs capture it at once; each measures its own beat (carrier-frequency offset) against the Pluto, and the beat between the two RTLs is the difference. Three oscillators, three pairwise beats, three distinct beings.

PLURALITY IN TRIPLICATE. Self-consistent: RTL0⇔RTL1 (54.9) = |219.7 − 164.8| — a
closed triangle of frequency offsets. And Pluto⇔RTL0 (164.8 Hz) reproduces the
decimation cascade's 161 Hz from an independent experiment — veridical reproducibility.
All three carry identical behavior (Turing-indistinguishable); only the beats prove
